w32-set-modifier-key の挙動

(w32-set-modifier-key 29 'nil)		; noconvert

これはMeadow2でもMeadow3でも評価して設定できた。 

(w32-set-modifier-key 91 'nil)		; left-windows
(w32-set-modifier-key 92 'nil)		; right-windows
(w32-set-modifier-key 93 'nil)		; aplication
(w32-set-modifier-key 229 'nil)		; convert

この4つはMeadow2では設定できたが、Meadow3ではエラーになった。

理由があって挙動が変わったんでしょうか？
